The Board of Trustees Role in Regard to University Personnel Matters

In addition, New Jersey City University Board of Trustees acts on institutional personnel matters. State law removes the faculty, non-teaching professional staff and unclassified managerial staff from the authority once vested with the Department of Personnel (formerly Department of Civil Service). New Jersey’s previous higher education coordinating agency, the state Board of Higher Education (BHE), developed a personnel structure for unclassified and nonaligned professional employees, to govern state college trustee boards in the exercise of their duties and responsibilities relating to personnel matters. The Higher Education Restructuring Act of 1994 required that these and other personnel regulations remain in effect for one year (until July 1, 1995) while the new Commission on Higher Education reviewed state policy in this area. In 1996, New Jersey City University adopted the New Jersey City University Personnel Regulations which were amended in February of 1997.
