In order to address the Board at public session, the party requesting an allocation of time for this purpose shall inform the Board Secretary at least 24 hours in advance and shall describe the issue about which the party wishes to make a presentation to the Board. Where the issue involves a matter on the Board’s action agenda, the Board Secretary shall allocate time (not to exceed 3 minutes) for the presentation before the Board takes action. Where the party makes a timely request to address the Board about a matter not on the Board’s action agenda, the Board Secretary shall allocate time (not to exceed 3 minutes) at the end of the public session for this purpose.

Where a party makes an untimely request to address the Board and the request involves an issue of an emergent nature arising less than 24 hours before the public meeting of the Board, the requester shall describe the issue to the Board Secretary. The Board Secretary shall consult with the President and the Board Chair and may allocate time at the end of the Board meeting (not to exceed 3 minutes), carry the matter to the next regularly scheduled meeting of the Board, or take such other action as directed by the Board Chair.
